The situation as I see it is rather negative for Mozilla. You have the same amount of Mozilla users as PERL! I guess there are 30 government employees browsing the web for every single one coding or running perl scripts.

I read the story as "number of Dutch Government employees using Mozilla is about average".
On the other hand, it's encouraging that some large organisations are using Mozilla - in many places the 'path of least resistance' IT policy is IE on every desk. Of course, I suspect the Dutch govrnment is quite like a collection of small organisations with no central IT policy, so that doesn't really apply.

Who cares what the windows users are using. I bet the figures for linux users would be close to 90%. At least everyone I know that uses linux on the desktop has mozilla or firebird running all the time. Also, Perl is not outdated. Many companies use it as a glue for large applications. It is still very useful but maybe its use with web servers is going down as systems like PHP and JSP take over.

Oh, and since Windows is by far the most widely used OS, it makes sense to care about what Windows users do.

The 4.4% does not really say anything. If you read the report you see that a questionaire has been filled in by 182 ICT managers of them say 8 that mozilla is being used in their organization. So the questions you then still can ask: How large are these 8 organizations compared to the others? In these 8 organizations how many people really use the browser instead of IE? Is it the standard browser in these organizations, or are there just a few power users who use it.
So to conclude the percentage of mozilla users in the Dutch goverment can be anything between 0.1% and 10%. So the 4.4% does not really mean anything.
BTW I really hope the real number goes up because Mozilla (especially Firebird) is far better then IE. So convince your friends and colleaugues to use it.

The Dutch Government is right to give its users the choice of browsers. Here in Singapore, civil service employees are "forced" to use Microsoft technology -- the whole Singapore Government is one big MS outfit.
Thank goodness I'm in the private sector, where I can run Firebird without being hassled. There are a few OS X running in my office too, and some have switched to Firebird from Safari :)
