Seems you're commenting on the wrong story. The 1st December minutes (previous Mozillazine story) mention there were 10 beta blockers - that didn't include blocking1.6b? bugs at that time.

Bug 228156 wasn't even filed until the 11th - several days after these discussions happened. These are reports of meetings that took place on 1st December and 8th December.
