I'm no phoenix genius but for the prefs panel not displaying bug, you have to add some additional phoenix code. Phoenix has an extension manager and from that extension manager (the extension panel in Tools->Options) you can launch the preferences (Settings) for each extension. You can see how others do that by inspecting the code for other Phoenix extensions like chris neil's compact menus or chris cook's tabbrowser preferences. And for showing and hiding a toolbar you can either go the rout of the needlesearch guys and add a show hide menu item (but they seem to have a bug causing that state not to persist across sessions) or you can go the rout of the mozEngineer from joe hewitt or UA String widget from david illsley and add your items to the toolbar palette so users can add your features when they customize toolbars. I like that second option, especially if your different fields and buttons are individual items so I could just add the ones I want and to the toolbar of my choice.
