tracking bugs aren't used for releases - look for the bugs that having a "blocking1.3+" flag but no "fixed1.3" in the status whiteboard.
but the bugs on that list are mentioned in this article - there's the mailnews memory leak, and the fact you can't install XPIs on Mac OS X.
