New milestones are characterised by feature additions, followed by bug fixing, branching and stabilisation. There SHOULD be almost nothing in the way of new features added between RC1 and the final 1.0, therefore it should be considered as a final stabilisation phase before the real 1.0 is released.
I would be pretty sure that the main reason for the release of an RC1 is to get a large number of people to use this build. Then the talkback reports can be used to squelch the topcrashes, before final release.
