As I understand it, an application other than a web application is a downloaded application. For a downloaded application, you have to provide it in versions for at least Microsoft Windows 32-bit, Microsoft Windows 64-bit, Mac OS X PowerPC, Mac OS X Intel, Linux x86, Linux x86-64. That's a lot of platforms, and smaller companies often don't have a lot of machines to test on. And if you don't want the user who just downloaded the program to see a big scary dialog to the effect "this might be infected" when trying to install it, you have to pay $500 per year per platform to get a digital code signing certificate, which is more expensive than SSL.
