The point is not that criteria are hard to define (anyone can make up numbers - "Mozilla should do foo in under X seconds") but that the criteria are arbitrary, and we might as well accept that and go on gut feeling. And my gut feeling is that, if we continue the current level of perf work, by Moz 1.0, we'll be fine. We're pretty good now, and it's not going to get worse.
