#27 Complete HTML4 and useful quirkmode

I really would like to see HTML4 implemented correctly and quirk mode become more of a useful feature rather than a headache for web developers and users. Moz is currently quite close to it.
The only really hard to fix bugs I can seen are replaced elements issues in HTML4 (like form element issues, iframe, applet and object), and applying inline element style stuff to block elements in quirk mode.
i.e. <font size=-1><div>abc</div></font>
