When you say "Mozilla [1.0] should *never* steal focus" (emphasis mine), you introduce two problems. First, you haven't avoided adding a bug to the "must fix" list -- instead, you've added two or three bugs to the "must fix" list. Also, one of those bugs is 88810, and not everyone agrees on whether/how to fix that bug.
