I agree that UI polish should be a top priority.
Ever seen sites that use hyperlinks that look like regular text? They look like links (blue, underlined) only when you move the mouse over them. These make the site annoying because links are harder to find. It's features for the sake of features.
And now the Mozilla Personal Toolbar is doing the same thing. It's copying a bad web design trick. Even if it's not bad web design, is it really a good idea to make the Toolbar behave like a web page? I think it just makes it more confusing to new users.
