I presume that you misinterpreted thelem's post as saying that HTML composing capabilities should to be added to Mail.
I think thelem actually means that bits of Composer are required for the composition of HTML mail messages (i.e. Composer is not really an unnecessary component as some people claim because parts of its code are used in, for example, Mail).
