51.5 MB is the size of a downloaded installation pack (saved locally before starting installation) that includes:

Web Browser Offline browsing pack Help IE core fonts Media Player codecs Pan-European text display support

Leaving out virtual machine, netmeeting, connection wizard, outlook express (!!), media player, flash and shockwave plugins, vb scripting support. This isn't even a fair comparison to Mozilla since Moz includes Mail&News and shockwave plugin (but no media player codecs). Mozilla full installer (nightly) download is 8.5 MB. Additionally, mozilla doesn't use most of windows dlls because they are not cross-plattform. I don't think downloading size is a concern on Mozilla.
