You can still get the Links Panel at http://segment7.net/mozilla/links/links.html and you can find the Link Element Toolbar (an entirely different beast) at http://segment7.net/mozilla/linktoolbar/

The Link Element Toolbar now works in Modern and Classic due to the change to Modern 3.
