I'm afraid it's you who don't understand the open source process. All the successful open source projects to date have started with a stable and unseful base laid by a small, talented, meticulous programming team, and then been able to leverage resources because people wanted to use them. Mozilla is a radically unstable base, which is why it has failed to get much outside input so far.
Citing Raymond -- who, by the way, is a fanboy boob who has achieved status as the open source spokesman only because rms is certifiably insane -- is just an argument from authority. Open source is not a panacea and we are just starting to understand how it works. Mozilla is flying in the face of the models used by other successful open source products and waving open source as if it was a magic wand is not going to help address its problems.
Anyway, it's obvious that this is a religious rather than a technical discussion so I'll stop hurting my blood pressure by banging on closed minds.
